Unfortunately, almost all of the over 300 Scrum teams I have seen, have not. Several have harkened back to an old statement from Ken Schwaber about why there were no technical practices contained in Scrum which was that he did not want to presume to tell people how to do their jobs. I think Jeff Sutherland was more willing to, at least, suggest some technical practices. Of course, by not doing so, people could easily apply Scrum to non-software product/service/solution delivery situations which has helped in grow in popularity.
