Why? Because building cars is an assembly process of already designed parts and software development is a design process. The "why can't we build software like we build cars and houses" was much discussed adecades ago. We don't build software systems over and over again to produce the same product. Once built, copies of software are created electronically. To get a copy of a car, you have to build another one, physically, which is what makes it manufacturing and not design.
